Malaysian scouting has been infiltrated by unwelcomed ‘partisan forces’. The friction between two parties has escalated from federal (HQ) level to state level. In Perak, there were factions who are pro and against the new leadership. All these chaos causes all scouting activities to be put on a halt. These haywire frustrated everyone including me.

‘No confidence’ in scout chief
KUALA LUMPUR: The Scouts Association of Malaysia has moved a resolution for a vote of no-confidence against National Scout chief Datuk Seri Shafie Mohd Salleh.
National chief scout commissioner Kol Prof Datuk Dr Kamaruddin Kachar said the resolution was taken following the appointment of three deputy national chief scout commissioners, which was against their constitution.
He said Shafie had also suspended seven key office bearers without valid reasons.
Shafie had appointed another officer bearer (Shukor Mohsin) to carry out duties of a national chief scout commissioner and that was against the constitution of the association, he said in a press statement yesterday.

Resign from chief scout post, Shafie urged
KUALA LUMPUR: Former Higher Education Minister Datuk Seri Dr Shafie Mohd Salleh has been urged to resign as the national chief scout.
National scout chief commissioner Col Prof Datuk Dr Kamarudin Kachar claimed that a no-confidence resolution against Dr Shafie was supported by 90% of the state scout commissioners.
“I believe he should no longer be the national chief scout and should resign graciously,” Kamarudin said.
Kamarudin said the resolution was passed after Shafie allegedly appointed three national scout deputy chief commissioners on Jan 28 without his (Kamaruddin’s) endorsement.
He said the national chief scout was appointed by the Yang di-Pertuan Agong and, traditionally, the post was held by a Cabinet minister.
“Dr Shafie, who was appointed to the post in 2005 in his capacity as the then Higher Education Minister, is no longer a minister or an MP,” he said.
Dr Shafie suspended Kamarudin and six senior scout commissioners from their duties on March 17 after they passed the no-confidence resolution, he said.

Shafie didakwa langgar Akta Parlimen gantung enam ahli tertinggi
KUALA LUMPUR: Persekutuan Pengakap Malaysia semalam meluluskan resolusi tidak percaya terhadap Ketua Pengakap Negara, Datuk Seri Dr Shafie Salleh yang didakwa melanggar Akta Parlimen 409 berikutan beberapa tindakannya termasuk menggantung keahlian tiga Pesuruhjaya Negeri dan tiga Penolong Ketua Pesuruhjaya.
Tindakan Shafie menggantung keahlian beberapa pemimpin tertinggi negeri itu didakwa sebagai tidak sah dan tidak mengikut perlembagaan serta melampaui kuasanya sebagai Ketua Pengakap Negara.
Ketua Pesuruhjaya, Kol Datuk Dr Kamarudin Kachar, berkata undi tidak percaya itu disokong lebih dua pertiga atau 90 peratus kepemimpinan tinggi pengakap termasuk 17 Pesuruhjaya Negeri.
Katanya, pergerakan yang mempunyai 200,000 keahlian seluruh negara itu meminta Dr Shafie melepaskan jawatannya.”Tidak pernah dalam sejarah 100 tahun pergerakan pengakap ditubuhkan di 180 negara seluruh dunia, seorang Ketua Pengakapnya mengambil tindakan menggantung keahlian Pesuruhjaya Negeri. Ia bukan saja bertentangan dengan perlembagaan malah mencemarkan imej pengakap Malaysia dan sedunia.”Selain itu, beberapa tindakan Dr Shafie seperti melantik tiga orang timbalan Ketua Pesuruhjaya di mana jawatan itu tidak diperuntukkan dalam perlembagaan serta mencampuri urusan pentadbiran ibu pejabat pengakap serta latihan adalah di luar bidang kuasanya sebagai Ketua Pengakap Negara,” katanya pada sidang media, di sini semalam.Hadir sama, tiga Pesuruhjaya Negeri yang digantung, Pesuruhjaya Negeri Wilayah Persekutuan, Mejar (B) Mohd Sallehuddin Ab Ghani; Pesuruhjaya Negeri Perak, Shahrudin Isa dan Pesuruhjaya Negeri Persekutuan Pengakap Malaysia Kumpulan Latihan, Mohammad Kamar Zainuddin.
Tiga Penolong Ketua Pesuruhjaya yang digantung tetapi tidak hadir ialah Penolong Ketua Pesuruhjaya (Perundangan), Wan Aminuddin Wan Daud; Penolong Ketua Pesuruhjaya (Sumber Dewasa Utara), Jauhar Mohd Yassin dan Penolong Ketua Pesuruhjaya (Sumber Dewasa �Selatan), Radzwan Hussain.
Kamarudin berkata, tindakan Dr Shafie mengeluarkan kenyataan yang merendahkan martabat pengakap ketika satu majlis dialog juga sebagai salah satu sebab mengapa resolusi undi tidak percaya itu dibuat.
“Persekutuan Pengakap Malaysia berharap seorang menteri penuh dilantik sebagai Ketua Pengakap Negara yang baru, dan menteri yang paling layak ialah Menteri Pelajaran, Datuk Seri Hishamuddin Hussein,” katanya.
Sementara itu, Dr Shafie ketika dihubungi enggan mengulas dakwaan Persekutuan Pengakap Malaysia itu.
